Drip vs Sprinklers in a California Water Budget

Drip scores better in a California water budget because the state assigns it a higher fixed efficiency value: 0.81, against 0.75 for spray sprinklers. The budget math divides each zone's plant demand by that value, and dividing by a bigger number gives a smaller result. The same zone computes about 7 percent lower on drip than on spray. That gap can be the difference between a landscape plan that clears its allowance and one that misses.
Two numbers written into the rulebook
California's state landscape ordinance, formally the Model Water Efficient Landscape Ordinance, does not send anyone out to measure how well your irrigation works. The text in effect since January 2, 2025 assigns efficiency by equipment type, in section 490.2(a)(38). Overhead spray counts as 0.75. Drip counts as 0.81. Those two values are the whole story of why drip scores better.
The values are fixed, not measured. A brand new spray system tuned to perfection still counts as 0.75. A drip line no one has inspected in years still counts as 0.81. The ordinance trades case-by-case precision for a rule every reviewer applies the same way.
On their own the numbers look close. A gap of 0.06 does not sound like much. It matters because of where the two values sit in the budget math: under the fraction line.
Why dividing by a bigger number helps
The budget math starts with what the plants in a zone actually need, based on your local climate, how thirsty the planting is, and how much area it covers. Then it asks a practical question: how much water must the system apply so the plants receive that amount? No system delivers every drop to the roots. Some evaporates, some drifts, some lands where nothing grows. So the math divides plant need by the efficiency value for the equipment in that zone.
Divide by a smaller number and the result grows. Divide by a bigger one and it shrinks. That is the whole trick. Spray zones divide by 0.75. Drip zones divide by 0.81. Same formula, different divisor, smaller result for drip.
Here is the one piece of arithmetic worth doing. Take any zone and compute it twice, once as spray and once as drip, changing nothing else. The two results differ by the ratio of 0.75 to 0.81, which works out to 0.926. In plain terms, the same zone computes about 7 percent lower on drip. That holds for any zone, any plants, any city.
What the 7 percent means for passing
A water budget check has two sides. One side is an allowance, set by your climate and the size of your landscape. The other side is your computed use, added up zone by zone. To pass, computed use has to land at or below the allowance.
Equipment only shows up on the use side. The allowance for a home landscape is built on a fixed factor of 0.55, and nothing you install changes it. So converting a zone from spray to drip does one thing: it shrinks the use side by about 7 percent for that zone while the allowance stays put. A plan that comes in a few percent over on spray can come in under once the beds move to drip.
Keep the lever in perspective. Choosing less thirsty plants or shrinking planted area cuts computed use far more than 7 percent ever can. But drip is the one lever that lowers the number without changing what you grow, which is why it is usually the first thing to reach for when a plan is close.
The honest differences outside the math
The paper credit tracks real advantages. Drip releases water slowly at the soil, so less evaporates, less drifts onto pavement, and less runs off before it soaks in. On a slope or in heavy clay, where spray outruns the ground's ability to absorb it, the difference is easy to see with your own eyes.
Foliage stays dry under drip. Spray wets leaves and flowers, and plenty of garden shrubs resent that: wet foliage invites leaf spot, mildew and rot. Watering at the base sidesteps all of it. Lawns are the exception, since grass needs even coverage across a whole surface, which is exactly what spray heads are built for, so turf zones usually stay on sprinklers.
Expect run times to feel backwards. Drip delivers water slowly, so a drip zone runs much longer than a spray zone to achieve the same deep soak. A long drip cycle is not a wasteful one. Slow and long is precisely how drip gets water deep into the root zone.
One honest caveat. The 0.81 is a rule value, not a guarantee. A drip system with clogged or popped emitters wastes water quietly, while a broken spray head announces itself in a fountain. The budget math credits your drip zones either way, so the real savings depend on walking the lines now and then and fixing what you find.
Questions people ask
- Does drip really use 7 percent less water?
- On paper, yes: the computed use for a drip zone is the spray figure multiplied by 0.926, because 0.75 divided by 0.81 is 0.926. In the ground, the answer depends on design and upkeep. A well-built drip zone often saves more than the paper figure, since nearly all its water lands in the root zone. A neglected one, with clogged or missing emitters, can do worse.
- Do I have to convert everything to drip to pass a budget?
- No. Each zone is computed with the value for its own equipment, so a yard can mix drip beds with a sprayed lawn. Convert the zones where drip makes sense, usually beds, shrubs and trees, and keep spray where it earns its place. If the total still comes in over the allowance, plant choice and planted area are the bigger levers.
- Why does the ordinance treat drip as more efficient?
- Because of how the water is delivered. Drip releases it slowly at soil level, so less is lost to evaporation, wind drift and runoff than with water thrown through the air. The ordinance folds that into a single fixed value, 0.81 for drip against 0.75 for spray, so every project is scored the same way without anyone measuring individual systems.
- Can I keep sprinklers on the lawn and still get the drip credit elsewhere?
- Yes. The math is done zone by zone, and each zone uses the value for the equipment actually watering it. Lawn zones on spray divide by 0.75 while the drip beds beside them divide by 0.81. Most yards that pass a budget do exactly this: spray on the turf, drip on everything else.
- Will my drip zones need longer run times?
- Yes, and that is normal. Drip emitters release water far more slowly than spray nozzles, so delivering the same deep soak takes a much longer cycle. Judge a drip schedule by whether the root zone is wet deep down after it runs, not by how long the clock says the valve was open.
- Does the 0.81 still apply if my drip system is old or poorly maintained?
- For the budget math, yes: the value is fixed by equipment type, not by condition. That cuts both ways. Your computed use will not go up on paper when emitters clog, but your real water bill and your plants will feel it. Walk the lines a few times a season and the paper number and the real one stay close.
